THE SIGNAL
Maryland's early-July heat event produced a burst of near-identical cooling-centre notices, which makes the small differences between them easy to see. The ones worth borrowing did one extra thing: explained a technical term, listed an honest limitation, or left room for residents to add what the county had missed.

THE PATTERN TO BORROW
Say what the service does not include. Annapolis's cooling-centre post specifies that patrons will not have access to recreation activities. It is the least appealing sentence in the post and probably the most useful one. Suffolk, Virginia wrote a version of the same caveat about its library site this month. Both cities decided that a resident who arrives with correct expectations is worth more than one who arrives impressed.

“Patrons utilizing the cooling center will not have access to recreation activities.” The move: Told people what they cannot do at the cooling centre. A small, slightly awkward sentence that prevents a wasted trip and an argument at the front desk.

“Carroll County Department of Citizen Services and the Carroll County Public Library will activate cooling centers around the county.” The move: Named both agencies doing the work in a two-line post. Residents learn which department to call next time without being told to.
