THE PATTERN TO BORROW
Make the invisible visible. Florida's water systems get noticed only when they fail. The posts that worked flipped that: a named crew, a gross glob, a boil notice that admits it's unwelcome. Show the people and the pipes before the failure, and the trust is there when you need it.
